Solar 3.0 is an outreach initiative to promote process innovation in American cities through the standardization of local land use, zoning code ordinances, permitting processes and interconnection rules for distributed solar PV. Funded by the U.S. Department of Energy, the main goal of Solar 3.0 is to increase the competitiveness of solar PV by reducing non-hardware balance-of-system costs by 50% in identified U.S. solar communities by 2014.
